Wellington Town Council planning meeting August 2007

The AUGUST PLANNING meeting of Wellington Town Council will be held in the United Reformed Church Hall in Fore Street, Wellington, on MONDAY, 6TH AUGUST 2007 at 6pm.
Mr Anthony Pick, Taunton Deane Borough Council’s principal planning officer, will be in attendance.

1B. DECLARATION OF INTERESTS
To receive declarations of personal or prejudicial interests, in accordance with the Code of Conduct.

2. APPLICATION TO BE DETERMINED BY TOWN COUNCIL:
(a) Erection of two storey side extension and porch at 11 Queens Road, Wellington (43/2007/082: Two letters of objection from Mr K. Boyes and from Mr and Mrs Lock).
(b) Installation of air conditioning condensers at Lloyds Pharmacy, Luson Surgery, Fore Street, Wellington (43/2007/086: One letter of objection from Mrs L Prouse).

3. TO CONSIDER WHAT COMMENTS TO MAKE ON THE FOLLOWING APPLICATIONS WHICH WILL BE DETERMINED BY TAUNTON DEANE BOROUGH COUNCIL:
(a) Restoration of industrial buildings to provide 8 live work units, provision of museum, café/bar, sustainable energy centre and timber storage area, relocation of existing allotments, together with land remediation and flood mitigation measures and enabling development comprising the erection of 140 dwellings and 6 industrial start units and provision of access roads at Tone Works, Wellington (43/2007/059 and 43/2007/060LB: Planning officer’s comments: There are a number of issues to be assessed with this scheme which is accompanied by an environmental impact assessment. The main issues relate to the restoration of Grade II* listed buildings; design and location of housing as part of the enabling development; highway access; wildlife and biodiversity and flood mitigation measures). There is one letter of objection from Mr P Hine. THIS ITEM IS TO BE DEFERED TO A DATE YET TO BE DECIDED
(b) Conversion of mill building (former Haymans Coalyard Warehouse) and extension to form 21 two bed apartments and formation of 32 car parking spaces and bike lockers for 42 bikes, Haymans Mill, Payton Road, Westford, Wellington 43/2007/087: Planning officers comments: Will need to assess impact on character of existing building, traffic generation, flood risk mitigation, and impact on wildlife). THIS ITEM IS TO BE DEFERED TO A DATE YET TO BE DECIDED
(c) Application to carry out management work to 3 Horse Chestnut trees and one Lime tree included in Taunton Deane Borough (Wellington No. 10) Tree Preservation Order 1997 at Wellington School (TD681) (43/2007/088T: Planning officer’s comments: application will be assessed on site).
(d) Outline permission for the erection of a dwelling at land adjacent to 1Wayside Cottages, Pyles Thorne Lane, Wellington (43/2007/074: Planning officer’s comments: Need to assess whether the revised scheme has overcome previous concerns to the character and appearance of the area and impact upon amenity of adjoining residents (the town council objected to the previous application 43/2006/156 for the reasons of overdevelopment of the site and the impact it would have on the character of the area).
(e) Alterations to fenestration at Unit A Drakes Place, Wellington (43/2007/083).
(f) Alterations to fenestration at Unit B Drakes Place, Wellington (43/2007/084 and 43/20007/085LB).
(g) Formation of new access to serve vehicle repair workshop with ancillary sales, Summerfield Way, Chelston Business Park, Wellington (46/2007/019: Planning officer’s comments: subject to view of the highway authority, should be acceptable).
(h) Replacement of existing signage with new, and repainting external door at 15 High Street, Wellington (43/2007/090LB: Planning officer’s comments: Need to assess impact on the character and appearance of the listed building)
(i) Retention of solar water-heating panels on the roof in the front elevation of 49 High Street, Wellington (43/2007/129LB: Planning officer’s comments: Will assess impact on street scene and conservation area and wait views for view from the conservation officer)
(j) Erection of 3 uplighters and security camera at 24 Fore Street, Wellington (43/2007/103LB: Planning officer’s comments: Will assess impact on the character and appearance of the listed building).

PLEASE NOTE: COPIES OF ALL PLANNING APPLICATIONS TO BE DETERMINED AND CONSIDERED BY THE TOWN COUNCIL WILL BE ON DISPLAY IN THE UNITED REFORMED CHURCH HALL FROM 5.50PM ONWARDS ON MONDAY 6TH AUGUST 2007
