(a) Letter from Somerset Partnership NHS and Social Care Trust about becoming an NHS Foundation Trust by January 2008 (There is a public consultation meeting being held at Wellington Community Centre on Wednesday, 16th May 2007 between 4pm and 5.30pm. It is suggested that councillors attend that meeting if possible and that the item is put on the June agenda for the council to formulate its views on the proposal. The consultation period expires on 15th July 2007)
(b) Notice from Taunton DBC that a tree preservation order has been placed on a Wellingtonia tree on land to the north east of Twiga, Foxdown Hill, Wellington (land is the old sledging field)

2. APPLICATIONS TO BE DETERMINED BY TOWN COUNCIL:
(a) Conversion of ground floor shop with flat over into 2 two bedroomed flats at 23 North Street, Wellington (43/2006/157) as amended by agents letter received 25th January 2007 together with accompanying drawing No. 2241/2A and further amended by letter dated 5th April 2007 and drawing No. 2241/2D. Planning officer recommends approval. Letter from Mrs B. Griffiths who is concerned about the party wall and also about drainage. This was deferred from the March and April planning meetings See minutes 14145 and 14185.
(b) Erection of single storey extension and the construction of dormer window to 5 Orchard Close, Lower Westford, Wellington (43/2007/022). Planning officer recommends refusal as he considers the extension is out of keeping with the character of the building and will result in loss of privacy and overlooking. Letters of objection from Mr and Mrs Marke, Mr W. Hansford and M. Jordan on the grounds of loss of privacy, out of keeping/character, detrimental visual impact and possible foundation damage.
(c) Erection of first floor extension at rear of 1 Laburnum Road, Wellington (43/2007/048). Planning officer recommends approval. The previous application was turned down by the town council on 6th November 2006 by 3 votes to 2 when objections were received from neighbours at 4 and 6 Sylvan Road who considered the extension overbearing and that it would cause loss of light and privacy. At the November meeting the planning officer recommended approval. No objections have been received to this re-submitted application

3. TO CONSIDER WHAT COMMENTS TO MAKE ON THE FOLLOWING APPLICATIONS WHICH WILL BE DETERMINED BY TAUNTON DEANE BOROUGH COUNCIL:
(a) Erection of medical centre with attached services, including car parks, external works and landscaping and formation of access to Mantle Street, land to South and West of 112B Mantle Street (part of Trinity Farm), Wellington (43/2007/026). The town council received a presentation for the proposed new medical centre by Kevin Goodenough of G2 Architects at their March planning meeting (see minute 14147). Planning officer’s initial comments: Will need to assess the impact of the proposal on the character of the site, which is part of the green wedge. Will also be dependent upon the views of the county highway authority and other consultees. Existing medical centre site in Bulford has planning permission for a new foodstore. The plan was deferred at the April meeting pending the receipt of the report of County Highways (see minute 14187). The report of highway authority is enclosed and raises no objection subject to conditions covering the provision of double yellow lines on the southern side of Mantle Street, a separate pedestrian access and a narrowing of both the parking bay marked outside nos. 1-10 Hyacinth Terrace and the build-out to 1.8m. The plan will come before Taunton DBC on May 23 at 5pm for a decision.
(b) Erection of a pair of dwellings to rear of 52 High Street, Wellington. This application was deferred at the March planning meeting pending the receipt of reports from planning officer and conservation officer (see minute 14188) and again deferred at the April meeting pended receipt of conservation officer’s report (see minute 14188). Letters of objection from Mr and Mrs P. Hawkings and Mr and Mrs P. Radford on the grounds of invasion of privacy, fire risk, lack of vehicular access, overdevelopment, narrow access pathway, health and safety issues and possible structural damage.
(c) Erection of two 2 bedroom flats to side of 67a and 67b Beech Hill, Wellington (43/2007/039). Planning officer’s initial assessment: Will assess impact on neighbours on site, should be acceptable. Letter of objection from Mr and Mrs S. Harding on grounds of increased highway danger and increased neighbour disputes.
(d) Erection of two porches, replacement sky light, replace felt and batten part of roof, 45 High Street, Wellington (43/2007/034LB)
(e) Construction of replacement dormer window to south east elevation and two new dormer windows to north west elevation at Kilimani, Buckwell, Wellington (43/2007/056: Planning officer’s initial assessment: Likely to be acceptable)
(f) Retention of timber windows, Wellington Conservative Club, 19 High Street, Wellington (433/2007/045LB: Planning officer’s initial comments: Subject to views of conservation officer)
(g) Erection of dwelling on land adjacent to 6 Pyles Thorne Close, Wellington (43/2007/042: Planning officer’s initial assessment: Need to assess impact on site in relation to surrounding properties. Outline approval has already been granted)
(h) Demolition of existing bungalow and erection of 2 dwellings and 2 flats at Hill View, Buckwell, Wellington (43/2006/064): Planning officer’s comments: This looks feasible in principle.

4. TO CONSIDER WHAT COMMENTS TO MAKE ON THE FOLLOWING APPLICATIONS WHICH WILL BE DECIDED BY SOMERSET COUNTY COUNCIL:
(a) Construction of two storey sport hall building which will incorporate special education needs facilities at Court Fields Community School, Mantle Street, Wellington (43/2007/046). Taunton DBC, who are also been consulted for their views, have raised no objection to the plan.
