Wellington Town Council meeting March 2007

The MARCH meeting of Wellington Town Council will be held in the main hall of the United Reformed Church in Fore Street, Wellington, on Monday, 5th March 2007 at 7.30pm when it is hoped that you will be able to attend. Wellington Town Council planning meeting March 2007

The MARCH PLANNING meeting of Wellington Town Council will be held in the United Reformed Church Hall in Fore Street, Wellington, on MONDAY, 5th MARCH 2007 at 5.30pm. Mr John Hamer, Taunton Deane Borough Council’s West area planning manager, will be in attendance.

AGENDA

1B. TO RECEIVE MEMBERS DECLARATIONS OF INTEREST

2. APPLICATIONS TO BE DETERMINED BY TOWN COUNCIL:
(a) Conversion of ground floor shop with flat over into 2 two bedroomed flats at 23 North Street, Wellington (43/2006/157). Planning officer’s initial comments: Principle likely to be acceptable. Will need to assess use of materials and design on site and take into account consultation responses. One letter from Mrs B. Griffiths who is concerned about the party wall and also about drainage, enclosed.
(b) Erection of two storey extension and conservatory to rear, and erection of porch to front of 6 Tone Hill, Wellington (43/2007/006) Planning officer recommends approval, report enclosed. The applicant is an employee of Taunton DBC and so the decision has to be made by town council and not by council officer. There are no objections.

3. TO RECEIVE A PRE-APPLICATION PRESENTATION FOR NEW MEDICAL CENTRE OFF MANTLE STREET
A presentation will be made by architect Kevin Goodenough from G2 Architects on behalf of Wellington Medical Centre for a proposed new medical centre off Mantle Street. Please note this is a pre-application presentation.

4. TO CONSIDER A LETTER AND DESIGN ACCESS STATEMENT FOR THE PROPOSED NEW SCHEME FOR FOUR NEW HOUSES AT HILL VIEW, BUCKWELL (Copy for members)
The previous application for 8 flats at Buckwell was considered by town council at the January planning meeting when refusal was recommended but it was subsequently withdrawn. Please note this is a pre-application proposal.

5. TO CONSIDER WHAT COMMENTS TO MAKE ON THE FOLLOWING APPLICATIONS WHICH WILL BE DETERMINED BY TAUNTON DEANE BOROUGH COUNCIL:
(a) Residential development to provide 69 dwellings (comprising 45 houses and 24 flats), formation of access and associated works, former ABL and Westford Plastics Premises, Payton Road, Westford, Wellington (43/2006/163) Planning officer’s initial comments: Principle likely to be acceptable. Will need to assess layout and designs and take into account consultation responses. This application was deferred at the February planning meeting pending receipt of details of various proposed minor road/footway improvements on the main Rockwell Green-Westford Road opposite the Weavers Arms and Greenway Road, and on the bridge over Westford Stream. Councillors have attended two site visits regarding this application on January 23 and 29. There is also a report from county transport development group’s principal planning liaison officer Helen Vittery recommending refusal until sufficient information is provided concerning the provision of a pedestrian cycle link along Rackfield (enclosed) Letter also from the agent Mr Malcolm Turner confirming the applicant’s full rights of use of Rackfield for the provision of a pedestrian cycle link and confirming it will be made into an adoptable standard (also enclosed). Letter also from Tony Brown of Midas Homes Ltd indicating proposed improvement works at Greenway Road and at Westford Bridge but stating that it is not possible to extend the proposed footpath from Westford Bridge to Westford Close as it is not owned by the county council but is in private ownership. (b) Erection of a pair of dwellings to rear of 52 High Street, Wellington (43/2006/165) Planning officer’s initial comments: Will assess impact on neighbours on site and await views of conservation officer. This application was deferred at the February planning meeting for a site visit which councillors attended on February 16. See minute 14103.
(c) Erection of two dwellings and garages with access form Blackberry Court, Swains Cottage, Swains Lane, Wellington (43/2007/012) Planning officer’s initial comments: Principle likely to be acceptable.
(d) Erection of dwelling on land to the rear of 36 Rockwell Green, Wellington, (43/2007/018) Planning officer’s initial comments: Will need to assess impact on site, may not be acceptable because the size of the building may be too great for space to the rear of the dwelling, footprint is larger than illustrated in previous outline application (43/2006/039).
(e) Erection of dwelling on land adjacent to 32 Seymour Street, Wellington (43/2007/024) Planning officer’s initial comments: Will need to assess impact on site. This is an outline application.
(f) Erection of dwelling on land adjoining 40 Church Fields, Wellington (43/2007/021) Planning officer’s initial comments: Will need to assess impact on site but should be acceptable. This is an outline application.
(g) Removal of cast iron water tank supports, skylight from roof of single storey extension and replacement of roof and installation of lead box gutter at The Manse, Westford, Wellington (43/2007/023LB) Planning officer’s initial comments: Dependent on views of conservation officer.
(h) Display of internally illuminated fascia and projecting sign, Halifax, 11 Fore Street, Wellington (43/2007/014LB) and (43/2007/015A) Planning officer’s initial comments: Should be acceptable subject to views of conservation officer.

6. TO CONSIDER WHAT COMMENTS TO MAKE ON THE FOLLOWING APPLICATION WHICH WILL BE DETERMINED BY SOMERSET COUNTY COUNCIL:
(a) Construction of a timber garage and workshop, 9 additional car parking spaces plus improvements to the main gates and surrounding fencing at Courtfields Community School, Mantle Street, Wellington (43/2007/013) TDBC planning officer’s comments: Any impact will be assessed on site.
