Wellington Town Council planning meeting April 2007

The APRIL PLANNING meeting of Wellington Town Council will be held in the United Reformed Church Hall in Fore Street, Wellington, on MONDAY, 2nd APRIL 2007 at 6pm. Mr Darren Addicott, Taunton Deane Borough Council’s West area planning officer, will be in attendance.

1B. TO RECEIVE MEMBERS DECLARATIONS OF INTEREST

2. APPLICATIONS TO BE DETERMINED BY TOWN COUNCIL:
(a) Conversion of ground floor shop with flat over into 2 two bedroomed flats at 23 North Street, Wellington (43/2006/157). Planning officer’s initial comments: Recommends refusal. Report to follow. One letter from Mrs B. Griffiths who is concerned about the party wall and also about drainage, (enclosed). This was deferred from the March planning meeting. See minute 14145.
(b) Alterations to provide 5 additional car parking spaces, Priory Court, Priory Gardens, Wellington (43/2007/019). Planning officer’s initial comments: Recommends refusal. Report to follow.

3. TO CONSIDER WHAT COMMENTS TO MAKE ON THE FOLLOWING APPLICATIONS WHICH WILL BE DETERMINED BY TAUNTON DEANE BOROUGH COUNCIL:
(a) Erection of medical centre with attached services, including car parks, external works and landscaping and formation of access to Mantle Street, land to South and West of 112B Mantle Street (part of Trinity Farm), Wellington (43/2007/026). The town council received a presentation for the proposed new medical centre by Kevin Goodenough of G2 Architects at their March planning meeting (see minute 14147). Planning officer’s initial comments: Will need to assess the impact of the proposal on the character of the site, which is part of the green wedge. Will also be dependent upon the views of the county highway authority and other consultees. Existing medical centre site in Bulford has planning permission for a new foodstore. The report of the County Highways is still awaited and so it is recommended this application is deferred until the next planning meeting May 14. The plan is likely to come before Taunton DBC on May 23 at 5pm.
(b) Erection of a pair of dwellings to rear of 52 High Street, Wellington. This application has been deferred from the March planning meeting. See minutes 14150 and 14103. Planning officer’s initial comments: Will assess impact on neighbour on site. Report by planning officer and conservation officer still awaited and may follow. If reports are not received the application may be deferred until the May meeting.
(c) Retention of first floor extension to rear of 2 Five Houses, Tonedale, Wellington (43/2007/035LB). Planning officer’s initial comments: Will assess impact on site and wait views from conservation officer.
(d) Demolition of existing asbestos garage and erection of new single storey garage with attached wood store at Linden Cottage, Linden Hill, Wellington (43/2007/032).
(e) Retention of pole used for radio communication, monument mini cabs, 35A Fore Street, Wellington (43/2007/031LB). Planning officer’s initial comments: Will assess impact on building and visual amenity on site, and wait views of conservation officer.
(f) Internal alterations including redecoration and replacement floorboards to bedroom, 3 Laburnum Cottages, Mantle Street, Wellington (43/2007/030LB). Planning officer’s initial comments: subject to views of conservation officer.
(g) Application to carry out work to 2 Poplar trees included in Taunton Deane Borough (Wellington No. 1) Tree Preservation Order 1993 at Wellington School playing fields, adjacent to Swains Lane, Wellington (TD581) (43/2007/028T). Planning officer’s initial comments: the application will be assessed on site.
(h) Erection of extension, alterations and new stand at Wellington Rugby Football Club, The Athletic Ground, Corams Lane, Wellington (43/2007/036). Planning officer’s initial comments: the application will be assessed on site.

(a) Minute 14162 Buckwell & High Street vandalism: To report that the cost of purchasing a second relocatable camera would be £8,390 (for information/decision?)
(b) Minute 13752 (3rd April 2006 meeting): Tone play area grass cutting quote: To consider accepting quote from Deane DLO of £41.12 per cut for 2007 (last year it was £39.17 per cut: for decision)
(c) Minute 13753 (3rd April 2006 meeting): Public footpath maintenance quote: To consider accepting quote from Deane DLO of £1,805.17 for cutting Crosslands (including behind Relyon), Church Lane and Victoria Street paths for 2007 (last year the quote was £1,719.21: for decision)
(d) Minute 14176 Waterpath dog bin request: Letter from Taunton DBC stating request will be considered (enclosed: for information)
(e) Minute 14161 Weavers Reach dog waste bin: To report that site for bin has been agreed with Taunton DBC and it should be installed shortly (for information)
(f) Minute 14160 Notice board for Burrough Way estate: To report that a site meeting with residents was held, that a site near entrance to estate was agreed and that Vice Chairman Councillor P. Critchard and Councillor Mrs V. Stock-Williams accepted a quote of £391 from Deane DLO for supply and erection of wooden notice board (the council is asked to confirm their action. The quote for a metal notice board was over £200 more)
(g) Minute 14118 (5th February meeting) Unitary authority plan: Letter from Somerset County Council inviting councillors to meetings to discuss the county’s unitary proposals (enclosed: for decision on attendance)
(h) Minute 14129 (5th February meeting): Higher car parking charges: To report that new car parking charges came into force on 2nd April 2007 (for information)
(i) Minute 14121 Rope Walk gateway proposal: To report that site meeting with Taunton DBC, Somerset Highways and residents has been held, that most residents are in favour of making an official entrance/exit on to Farthing Pitts road but that planning conditions did not include such provision. Taunton DBC has now blocked the route for legal reasons. A resident has offered £500 towards the cost of constructing a path with a pedestrian barrier where it would join the road: the council has to decide if it wants to take this further.
(j) Minute 13633 (9th January 2006 meeting) Tone multi use games area: To report that work on the MUGA at the council’s Tone play area will begin on Monday, 23rd April (for information)

7. CORRESPONDENCE:
(a) Letter from Somerset Highways about temporary closure of Nynehead Road for 5 days from 2nd April while railway bridge is being repaired (enclosed: for information)
(b) Letter from Somerset County Council re review of tendered bus services in Taunton Deane and asking for town council’s comments and suggestions (enclosed with details of services: for decision)
(c) Letter and map from Somerset Wildlife Trust about suggested community woodlands (enclosed with letter from clerk and SWT reply: for decision on whether the council is potentially interested)

8. WELLINGTON ECONOMIC PARTNERSHIP
To consider whether to make any recommendations/suggestions for inclusion on the agenda for the next WEP meeting on Monday 23rd April 2007 at 6pm
