5b. STREET CLEANING
To report that two Vacuum Shredders have been purchased by the town council for use by Taunton Deane street cleaners at a total cost of £394 to help keep the town clean. The shredders suck up small bits of litter and are particularly useful for picking up cigarette ends. The new equipment is designed to get in corners and channels in paving slabs where brushers can’t reach. The council is asked to confirm the chairman’s action.

5c. PROPOSED CLOSURE OF COURT FIELDS FOOTPATH
To consider a letter with photos from Steve Altria maintaining the footpath should be closed. Letter also from Mrs Purdue objecting to the proposal. Clerk to give verbal report on site meetings. See minute 14534.

A letter has been received from Wellington Rugby Football Club asking for the council to release the initial amount of £3,750 which was scheduled to come from next years expenditure (total pledge is £7,500) to allow work for the gas main to proceed. The total cost of diverting the main is £7,114.63 and Wales and West Utilities are requesting payment in full with the order for work with an estimated lead time of a minimum of 20 weeks (enclosed with appeal statement and account statement and letter and quotation from Wales and West Utilities: for decision). (b) Erection of single storey extension and the construction of dormer window to 5 Orchard Close, Lower Westford, Wellington (43/2007/022). Planning officer recommends refusal as he considers the extension is out of keeping with the character of the building and will result in loss of privacy and overlooking. Letters of objection from Mr and Mrs Marke, Mr W. Hansford and M. Jordan on the grounds of loss of privacy, out of keeping/character, detrimental visual impact and possible foundation damage.
(c) Erection of first floor extension at rear of 1 Laburnum Road, Wellington (43/2007/048). Planning officer recommends approval. The previous application was turned down by the town council on 6th November 2006 by 3 votes to 2 when objections were received from neighbours at 4 and 6 Sylvan Road who considered the extension overbearing and that it would cause loss of light and privacy. At the November meeting the planning officer recommended approval. No objections have been received to this re-submitted application

3. TO CONSIDER WHAT COMMENTS TO MAKE ON THE FOLLOWING APPLICATIONS WHICH WILL BE DETERMINED BY TAUNTON DEANE BOROUGH COUNCIL:
(a) Erection of medical centre with attached services, including car parks, external works and landscaping and formation of access to Mantle Street, land to South and West of 112B Mantle Street (part of Trinity Farm), Wellington (43/2007/026). The town council received a presentation for the proposed new medical centre by Kevin Goodenough of G2 Architects at their March planning meeting (see minute 14147). Planning officer’s initial comments: Will need to assess the impact of the proposal on the character of the site, which is part of the green wedge. Will also be dependent upon the views of the county highway authority and other consultees. Existing medical centre site in Bulford has planning permission for a new foodstore. The plan was deferred at the April meeting pending the receipt of the report of County Highways (see minute 14187). The report of highway authority is enclosed and raises no objection subject to conditions covering the provision of double yellow lines on the southern side of Mantle Street, a separate pedestrian access and a narrowing of both the parking bay marked outside nos. 1-10 Hyacinth Terrace and the build-out to 1.8m. The plan will come before Taunton DBC on May 23 at 5pm for a decision.
(b) Erection of a pair of dwellings to rear of 52 High Street, Wellington. (43/2006/165) as amended by agents letter dated 2nd April 2007 and accompanying plans Nos. 1337/06/3 Iss 3, 1337/07/06 received on 3rd April 2007. This application was deferred at the March planning meeting pending the receipt of reports from planning officer and conservation officer (see minute 14188) and again deferred at the April meeting pended receipt of conservation officer’s report (see minute 14188). Radford on the grounds of invasion of privacy, fire risk, lack of vehicular access, overdevelopment, narrow access pathway, health and safety issues and possible structural damage.

The town council received a presentation for the proposed new medical centre by Kevin Goodenough of G2 Architects at their March planning meeting (see minute 14147). Planning officer’s initial comments: Will need to assess the impact of the proposal on the character of the site, which is part of the green wedge. Will also be dependent upon the views of the county highway authority and other consultees. Existing medical centre site in Bulford has planning permission for a new foodstore. The report of the County Highways is still awaited and so it is recommended this application is deferred until the next planning meeting May 14. The plan is likely to come before Taunton DBC on May 23 at 5pm.
(b) Erection of a pair of dwellings to rear of 52 High Street, Wellington. This application has been deferred from the March planning meeting. See minutes 14150 and 14103. Planning officer’s initial comments: Will assess impact on neighbour on site. Report by planning officer and conservation officer still awaited and may follow. This application was deferred at the February planning meeting pending receipt of details of various proposed minor road/footway improvements on the main Rockwell Green-Westford Road opposite the Weavers Arms and Greenway Road, and on the bridge over Westford Stream. Councillors have attended two site visits regarding this application on January 23 and 29.
